Need help with command "cap holes"

I have panels that I need to close because they currently appear to be open BReps. I would like to close the panels using the ‘cap holes’ command, but I can’t separate the surfaces. The panels need to be closed but divided into an upper and a lower one. I am attaching a photo and the gh file.
